I hate getting political on this forum but this has to be the biggest BULLSHIT! idea ever! I could not read it without laughing my butt off and that would take a lot of laughing. The continual budget overspending problem could be very easily fixed.
Just change things so that Congressional salaries, allowances and pensions only continue to get paid while a budget surplus exists.
