This is what the temp was before I went to bed last night
when I got up this morning it was 10ยบ below 0 with out wind chill
did not get a picture of that.

I can say that if you boil water then toss it in that
cold air at that temp you will get tiny little ice balls plus it makes
a loud cracking noise

It doesn't.
I live in MN. When I'm cutting wood outside or ice fishing that's not near cold enough to freeze that way.
Not to be overly technical or crude, but at -15*f a strong stream will not fully freeze, but droplets will.
It depends on wind speed.
I have done that as a kid, maybe -25*f? It crackles before hitting hard ground.
The temps that would freeze it from waist height are cold enough I wouldn't try.
A pan of boiling water will certainly freeze if thrown up into the air.
It's going to be -17* tonight, If I can convince my wife to give mouth resuscitation, I might attempt it...In the interest of scientific experimentation, of course.
