Can anyone explain this array of manometers, especially the 2 DP gauges that are hooked together ???

PM Larry W. over on Speedtalk I'm sure he'll explain it.
I would say it's for different ranges, looks like a shut-off valve in the line going to the lower manometer on the right end of the top inclined manometer.

I spent a lot of time looking at Larry's bench at one point.
The two inclined manometers are at different angles. This allows
accurate flow measurement at two different delta P numbers for
example 4" of DP and 8 " of DP.
In both cases the high pressure side of the orifice will always go to to "well" side
of the manometer, The return ("vent" side of the manometers will always go to the low
pressure side of the orifice.
The High Pressure lines can be connected to the same high pressure source using two lines if you want.
There is a control valve (one the return side of the upper manometer that will select either the Low DP manometer or the High DP
manometer for testing. (A simple 3-way valve). When the 3-way valve is closed on one of the manometers, that manometer is "OFF" and the other manometer return is functioning. The fact that the "returns" are connected by a separate lines (with a control valve) means nothing, just less plumbing.

To everyone on the thread arguing about PTS vs. SF, Larry's flow bench looks home made DIY

I think LW might have considered the Big Blue design but obviously LW's bench design is his.
(no disrespect to HB )
The old pic I posted is from LW's NASCAR days I believe and was in Hot Rod or Car Craft magazine when the big NASCA controversy happened concerning who was using LW's heads, which was in the 80s I think.
It appears the new pic that Unkl Ian posted has a computer screen ( a DM) on the backboard where all the manometers are which is not on the old pic and to me it's the same bench otherwise. I wonder if he knows about the PTS DM?
Smokey , Reher Morrison and I'm sure many other famous racers were and are DIYers.
HB was at some point a DIYer also, it's not a negative term
IMHO just sayin...
thanks for the new pics Unkl Ian

I'm guessing the round gauges, at the top, are temperature and humidity.
Is the small rectangle, a digital manometer ?

I would say you are correct, the small rectangle looks to be a Heise Digital Manometer
