When painting inside, I cannot see why the surface needs to be durable or resist anything apart from just air leakage ? Surely anything that readily soaks into timber and effectively seals it would be perfectly suitable. Pink oil based wood primer should be ideal.
My bench is constructed from 25mm MDF and is painted outside (only) with clear Estapol. That is the clear stuff used on wooden floor boards and parquetry, it makes an extremely tough and hard wearing surface. Marine varnish would probably be o/k too, as well as some of the epoxy paints.
One day I plan to glue some Kitchen laminate onto the bench top, but have not done that yet.
