How do you calibrate a angle manometer

I purchased a dywer angle manometer and I think the shipping process screwed it up. How do you get all the fluid back in to the proper places?

Looks to me as if it's just low on fluid, but if you haven't done so already, loosen the tube connection on the 2 ends of the manometer to vent them to atmosphere. Now it will find it's own level. If there is a bubble in the tube, attach a piece of tubing on the side furthest from the bubble, and blow on it until the bubble reaches the reservoir. That looks like it came from the same place mine did(NASA), and it was low on fluid, too.
