The vibration that you are getting with the flow completely blocked is most likely due to the air surging in the blower. That is actually a good sign, it means the blower is now much more efficient since your internal modifications to reduce internal leakage around the rotor.
The high vacuum with the flow blocked is not really overloading the blower, because the drive motor current will be at its minimum with zero flow. To get rid of the surging, try bleeding a small amount of air directly into the blower intake when making measurements at low flows, and close this air bleed when you need full available blower power.
Yes, the big blower will be very quiet, apart from a lot of unavoidable air roar, much better than a bunch of noisy vacuum cleaner motors.
